Roofing, siding, vents, and deck framing all have specific requirements. Understanding them before design begins is what separates a smooth permit submission from a costly revision.

Why This Matters Specifically in Los Angeles
Los Angeles has more VHFHSZ-designated parcels than any other county in California.
The WUI — the wildland-urban interface, where developed neighborhoods meet undeveloped vegetation — runs directly through LA’s hillside and foothill communities. The San Fernando Valley’s northern and western edges sit inside or immediately adjacent to this corridor. Communities along the Santa Monica Mountains foothills, the Verdugo Hills, and the terrain above the 210 Freeway all fall within the VHFHSZ designation on the CAL FIRE map — including large sections of neighborhoods that may feel suburban but carry full fire zone classification.
The VHFHSZ designation is parcel-specific. Two houses on the same street can carry different classifications. You cannot assume your neighbor’s permit was processed under the same material standards as yours.
When LA DBS receives a permit application for an address inside a VHFHSZ, the system flags it automatically and reviews the application against Chapter 7A requirements. If the submitted material specifications don’t meet the standard, the permit is returned for revision — a cycle that costs two to four additional weeks, and often costs money when compliant materials carry a higher unit price.

What Chapter 7A Actually Requires, Material by Material
Chapter 7A sets specific standards for every exterior assembly that faces wildfire exposure.
These aren’t general guidelines. They’re minimum construction requirements that apply to the full exterior envelope of any permitted remodeling work on a VHFHSZ property.
Roofing: Class A Rating Required
Class A roofing is the highest fire-resistance rating under the California Building Code. Any roofing applied to a new or replacement roof on a VHFHSZ property must achieve a Class A assembly rating. Compliant options include concrete tile, clay tile, metal roofing systems, and composition shingles labeled Class A. The label matters — not all composition shingles carry a Class A rating, and standard three-tab shingles often don’t. One material that fails consistently in plan check: standard wood shake. Even treated wood shake does not meet the requirement in California’s VHFHSZ.
Siding: Ignition-Resistant Materials Only
Ignition-resistant siding is exterior wall cladding meeting California’s ignition-resistance standard under Chapter 7A. Common compliant options are fiber cement, stucco, and certain treated engineered wood products carrying an approved listing. Standard untreated wood siding — including cedar, redwood, and pine lap siding — does not meet this standard, and vinyl siding is not listed as compliant.
Vents: Ember-Resistant Mesh Required
Ember-resistant vents block windborne embers from entering attic or crawlspace cavities. Chapter 7A requires all new or replacement ventilation openings to use ember-resistant vents with mesh no larger than 1/8 inch — applying to eave, gable, ridge, and foundation vents. Standard contractor-grade vents often use 1/4-inch mesh, which doesn’t meet the standard. Look for packaging referencing Chapter 7A compliance.
Decking: The Material and the Assembly Both Matter
Deck construction in a VHFHSZ requires Chapter 7A-compliant materials for both the surface and the substructure. Composite decking with a Class A ignition-resistance rating is compliant, as are concrete, masonry, and certain steel framing assemblies. Standard pressure-treated wood decking and standard wood subframe construction do not meet the standard — the substitution that surprises homeowners most often, and the one with the most significant cost impact.

The material compliance requirement changes the outcome of projects that would be straightforward elsewhere.
The hillside roof replacement
A homeowner above the 118 Freeway schedules a roof replacement, and the contractor proposes an architectural shingle from a local distributor. The product is solid — but rated Class B, not Class A. The permit gets flagged, the spec has to be swapped before resubmission, and that adds two to three weeks plus sourcing a Class A product in the color the homeowner selected. Entirely avoidable with a product verification step before design.
The deck addition on a VHFHSZ lot
A homeowner in the western San Fernando Valley plans a rear deck with a standard pressure-treated wood frame and composite decking on top. The composite passes Chapter 7A review; the pressure-treated subframe does not. The permit requires a non-combustible subframe — typically steel — which changes the structural engineering scope and the cost. Manageable, but far easier designed for upfront.
The full exterior remodel
A homeowner replaces siding, windows, eave vents, and roofing in one renovation. All four categories trigger Chapter 7A review. Because the contractor checked the fire zone classification at the outset, every product was specified to the standard before the package was assembled — one submission, one review cycle.

The projects that run cleanly are the ones where we pulled the CAL FIRE map before the design meeting. We know going in whether Chapter 7A applies, and we build the entire material spec around it from the first conversation. The roofing contractor gets the Class A requirement in the scope document. The siding samples we bring to the site visit are already filtered to ignition-resistant options. The vent spec goes to the framing crew with the 1/8-inch mesh requirement already written in.
I’ve also reviewed projects that came in without that check. The material revisions at plan check are frustrating, but the bigger issue is the schedule. An LA DBS plan check cycle runs four to six weeks on average for a remodeling permit. If the package comes back with material deficiencies, you resubmit and go back to the end of the queue — which on a project with coordinated contractor schedules and material lead times can push a start date by two months.
